Man charged with assaulting vulnerable adult 16 Nov 11

A Savage man is accused of assaulting a mentally vulnerable Prior Lake woman just months after he was charged with financially taking advantage of her.

Jay Allen Stier, 31, is charged with two counts of misdemeanor domestic assault, violating a protection order, violating a no-contact order and interfering with a 911 call in relation to the Nov. 8 incident. He was already facing two counts of financially exploiting a vulnerable adult stemming from incidents with the same woman this spring.

The victim told police Stier became upset over their legal issues and shoved her several times as she tried to run away. She said he grabbed her by the throat with one hand and covered her mouth with another, and threw away her phone when she tried to call 911. She filed a domestic-abuse no-contact order against him in April, and a protection order against him in August.

Stier has been in Scott County jail since his arrest Nov. 9 and his bail is set at $132,000. His first court appearance for the financial exploitation charges is scheduled for Dec. 2.
